Plenty of Queen Anne's County travel goes to Reagan National rather than BWI, and it is almost always the same two reasons: a Washington meeting where DCA is simply closer to the office, or a short-haul flight that only leaves from there.

It is the longer run of the two, around ninety minutes from Chester or Stevensville depending on the bridge and the Beltway. That is precisely why it is worth booking rather than driving: you would be paying to park a car at National for the length of the trip, and the return leg lands you at the curb at the end of a long day instead of at a shuttle stop.
